'!' in newsrc

I just had something change every entry in my newsrc file to '!', which
makes it impossible to get any news.

Does this happen if souper tries to get news while the news server may
be having problems?

This has happened two or three times, but it is very rare. Seems like
it happened most often when my new server was having problems awhile
back.
