Souper95, Chris Szurgot's port of Souper to the Windows-95 command line
is available at <http://www.itribe.net/virtunix/mystuff.html> along
with a number of other unix utilities ported to Windows-95. You could
also ftp it from <ftp://ftp.itribe.net/pub/virtunix/>.
If you want a GUI version specific to Windows-95, you'll have to wait.
I haven't had much spare time to work on it and it's not quite as
simple as marking the box that says 'Compile for Windows-95 GUI'.
