According to the SOUPER docs, there are only 2 options to address
news-groups, ALL or INDIVIDUAL.  Souper does accept regular expressions in
the pattern, BUT, to my knowledge, there is no NOT or EXCLUDE expression
recognized.


Another approach might be:
        <newsgroup> {
            Content-Transfer-Encoding  7bit
        }


This would recognize that a base64/uuencoded attachment existed and would
reject it from that particular newsgroup.  ymmv, good luck
