You may also try installing ftp.ibm.net:/pub/pn71501/PN71501.ZIP
It is a new tcp32dll.dll, which fixes the problem in the WebExplorer
when using "mailto:" tags in .html files.
It may help with VSoup, probably wouldn't hurt.
I'm using plain OS/2 Warp + fixpak 17 (without SIQ fix enabled) + the
above patch.
