If you are using VSoup, then simply delete the ~\newstime file. If
this one can not be found by VSoup it will retrieve a list of all
available newsgroups from on NNTP server.
If you are using souper, then set the ~\newstime file to something
like
19700101000000
This will not retrieve the list of all available newsgroups, but most
of them.
