yes, you can run it on your local PC, however, you will have to either
have your ISP install uqwk (if its not already there) or use a slip/ppp
connect to get news/mail delivered so that yarn can read it.

I'm not quite sure what you mean here. However, I believe there about
30K+ news groups, the vast majority are local groups and unless you read
the language (e.g. sfnet (swedish) de (german) it (italian) es (spanish))
they are useless to you.
However, a list of what groups your ISP has should be available in your
pine newsrc. Lists of the "big 8 + alt" groups are posted to
news.answers monthly.
If a group you want, say alt.medical.fly.fishing.and.fee.splitting is not
available, you can either ask your ISP to add it, search for a public
access news server (getting harder to find all the time) or shop for a ISP
that does carry it. The majors, aol, netcom, etc might carry it or not.
