Not the background color. You could change the foreground color for
Souper (the program) using the Font selection.

There is also a free Windows plug-in utility that allows you to change
the link colors and force WinHelp to use the default background color.
You could get the help customization utility at the "Coast to Coast
Software Repository (tm)". Connect to their site at
<http://www.coast.net/SimTel/> and search the Windows 3.x collection
for "custhelp.zip".

The default color on my monitor is black on white for both the help
file and the program. The links on the help file use the default
"forest green" color.
