Installing Souper 0.7

I'm trying to install souper, but when I'm starting Souper I get an error box
That says "Not ready".

I have done:

1. Copyed souper.exe and souper.hlp to a directory on my hard disk.
Souper.hlp is located in the same directory as souper.exe.
2. Created an icon for SOUPER using the Program managers File / New command.
3. Filled it in as follows:

Description: SOUPER
Command Line: C:\dir\souper.exe
Working Directory: C:\dir
Shortcut Key: None

4. Double clicked on the SOUPER icon to start SOUPER for Windows.
