Which Mr Levy can find at:

http://mvmpc9.ciw.uni-karlsruhe.de/public/uka_ppp/

UKA_PPP is an all around dos dialer, stack, mailer and news transporter.
It requires a PPP/Slip connect. (hmm says it also works under OS/2 dos)

Another more venerable alternative is K9NOS which can be found in any of
the simtelnet mirrors in pub/msdos.

Neither are trivial to setup but will give you a full understanding of
that admins go thru and are a 'positive growth experience' just like
running waffle...
