So what is the BEST decoder on the planet, or preferably in
the universe?

Can you or some one send a comprehensive mail.cap file then?

Some problems that I've had are decoding the ms-tnef format
(Rich Text) and PGP messages that have been forward using
MIME.

I'm running Win95B with lots of DOS utilities thrown in.
