YARN 92 setup questions

Please excuse the ditzy questions, but ...

I want to run YARN .092 under Windows95.
Perhaps an obvious question (I didn't see addressed in the documentation):
How do you set up the YARN, HOME TZ environment variables?
In a yarn.ini file? If so, where do I put it? What format? If not, then
how?
