I never liked the bat/cmd files much... you may want to try my
solution for yarn CONFIG settings for Yarn/2 (which don't use the
BAT/CMD at all) at (these settings surely work for DOS/etc as well,
i'd think):

or to save you the trouble (this assumes PGP is in your path, and
your PGPPATH environmental variable is set):
secret-sign=pgp -ast %f -o %o
encrypt=pgp -eastw %f -o %o
decrypt=pgp %f -o %o
decrypt-view=pgp -m %f
Works for me. A nice thing about the decrypt-view command above is
that it allows you to use your viewer defined by PGP and/or the built
in pager which prompts if you want to save the thing to a file after
viewing it which is sometimes convenient to do then and there --
Still waiting for someone to write a seamless os/2 PGP interface for
yarn though. (-:
