If your filtering mail, it seems the rules seem to applied in alphabetical
order, thus rule, A executes before rule B. So if rule A deletes mail
from a site while rule B routes it else where, there is nothing for it
route.

In news, the rules seem to be applied first for global scores, then
newsgroup scores.
