Is it even possible for ISPs to offer this capability, and what would
be involved? Due to our unique (maybe not so unique) problems here,
maybe we could talk the administrators into offering this ability to
us. Anything that can cut down on online time would benefit everyone
here.

I surely wouldn't have tried this without advice first, as I was
worried about greatly messing things up. I understand a lot better now
how these things work, thanks to the great responses from the list.
Now if only we can come up with a news server that we can test out our
new uqwk front end with.....
