It could be that the bounced messages do not have a Date: header on
them. I'm not sure if that header is required for mail, but AFAIK it
is in every mail message I receive.

That is also possible, although it is more likely that your POP3
server is getting confused by the headers inside a message body.
If the messages are mail that you filter to a pseudo-newsgroup,
then it could be that your POP3 server uses the old method of
"A line starting with 'From ' delimits the message" to detect where
each mail message begins. A bounced message is then treated as one
empty one, and one with the original message. This depends on how
badly the forwarding mail agent mangles the headers of the message
it bounces.
