I have the same problem at EN.

This is how its been working at EN and at the three other providers I've
used. The news has to go somewhere when you return it. If uqwk is on the
news server and the server is down (not just full) it'd hang. If it were
just full you'd get an error 440 or 441 "article not posted". If email
is not getting processed either, I'm betting uqwk is running off the news
server. It's in /usr/bin on EN (I think) so it's still there when the
news server isn't. Mail goes through but it can't place the news articles
and rejects them one by one.
