I've just subscribed to yarn-list, so I'm not sure if that can be
interesting for you...
A year ago I wrote a simple program to convert ISO-8859-2 encoded
Polish national chars into IBM 852, Mazovia or Win-1250 charsets.
It also decodes quoted-printable characters in either incoming and
outgoing mail and news. The program works with SOUP files.

The DOS version of the filter is available at
ftp://ftp.mimuw.edu.pl/users/keplicz/piotr/souplk.zip
Unfortunately, it's supposed to work with Polish chars only.

If that's what you need, I can try to make it work with other
charsets.
