I've written a small program that does that - replaces 'Begin of...'
with 'Forwarded message follows' and adds 'F.m. ends here' at the
end. It also messes around followup and reply attributions, but it's
less important. I can send it to you, exe is approx 4kb long, pascal
sources are 1.5kb long, if only you'd like that.
