viewing html with a dos program

I have been asked if it is possible to find a DOS program that can
view HTML incoded mail. I know that several programs can E.G. certain
versions of View. The problem with this sollution is that certain
characters are not viewed correctly. ONe example is the danish
national characters. This is as I understand it due to differences
tbetween the DOS code pages and the ISO-8859-1 standard that is used
both on the Net and in Win95. Is there any way to have a DOS program
view the ISO-8859-1 characters correct?
