Put this in your scorefile:

-1000 Lines > 999

Yes, you can use VSoup as a push feed for your news server. This
means, that the news server is waiting for new articles to arrive from
the net. The other side (e.g. VSoup) connects to the servers port and
says IHAVE and so on.
