POST is used, when a user posts an article (e.g. it adds
NNTP-Posting-Host header to a message). IHAVE/SENDME is used when two
news servers communicate with each other. It allows not to send
messages, that that have already gotten to the other host. As stated
in RFC 1036, IHAVE is not a command, but one of the control messages.
