It's a VSoup 'problem'. VSoup requires, that you follow (more or less
exactly the score file syntax described in 8.2 of the documentation.=20
But in fact also the description seems to be too relaxed: one has to
insert a blank between <score-group> and "{" (and so on).

Thus changing your score file to

#score file
# By Doug Lawlor <dlawlor@nfld.com>

can.jobs {
2 pattern subject admin.*
2 pattern subject tech.*support.*
-1 pattern subject .*
}

killthreshold 0
quit

should help.
