Easy!?

filter1.exe no longer operates correctly because you're omitting the
required paramter. Instead it returns with an error.

This leads (as one can see) to the assumption that mail should be
filtered to the INBOX.

This seems to be ok for the moment for you. But in the near future you
will perhaps receive several mailing lists or something else. Without
the (working) filter option you're loosing a lot of functionality.

PS: Chin: we need the source of (at least) import and filter1 to
analyse the problem. It seems that forking or spawning is broken
under NT.
