VSOUP95 - signal 2 generated

This AM my VSOUP batch file DOS window was still open with
the following message:

>throughput lower/equal than 0 bytes/s -> signal 2 generated

The news server had stopped responding hours ago and my
system had disconnected from the ISP (low throughput
monitor) but VSOUP was still rotating a little activity
flag to the left of the status message.

Shouldn't VSOUP exit under such a condition? Am I missing
a command line option?

Here is command line info:

VSoup v1.2.9.34Beta [95/NT] (rg290998) started
C:\STEVE\VSOUP\VSOUP.EXE -m -k2000 -K..\vscore.txt -Nbmi.rsc nntp://...
home directory: .
newsrc file: bmi.rsc
kill file: ..\vscore.txt
nntp server0: nntp://news.bmi.net
