setting up vsoup

I currently use souper/gui with windoes 98. I have tried several times to
set up vsoup as I have heard that it is more efficient than souper/gui. I
don't know if it because of the fact that I use a screen reader to operate
my computer but I have always found the set up process of vsoup very
unclear. I would certainly like to give it a try if someone has a concise
step by step outline as what is needed to set up and what directories and
files need to be edited/created. Any ideas?
