OS/2 fixpak 10 and Souper

Right after I installed a new OS/2 system at fixpak 10, I found that
souper no longer works. It can't read the username/password values
from the TCPOS2.INI file, so I have to supply them by hand.

I've found that if I dial in with the Dialer, it works just fine, but
if I dial in with ppp.exe directly, it doesn't. Has anyone else seen
this problem, or does anyone have a clue how this could be fixed or
what is causing it?
