Setting up Souper in Windows 3.1.

I have a backup computer which is an old laptop which
does not have enough ram to run 95 or 98. It is my plan to put
a program on it to download e-mail from a pop3 account and
convert it to Soup format for reading with Yarn.

So the question remains where can I find some incarnation of
Souper or something like it which will run under windows 3.1?
As I know nothing about 3.1, what else will I need to make this
package work? Thanks.
