How do I set timezone in win2000

After using the retail release of win2000 for over three months
I have just realised a problem with the timezone setting.
With all versions of win9x and with the beta versions of win2000
all I had to do was put the timezone setting in my autoexec.bat
and Yarn did the rest.
Now if I put the timezone setting in my autoexec.bat I get +0000
instead of +1000. Interestingly if I leave out the timezone
setting I get -400. Doesn't seem to matter what timezone setting
I use, if I use one I get +0000.
Any suggestions as to how to get yarn to specify the right
timezone with win2000.
