I had similar problems. While looking for a solution I had to learn that
unix mailbox file is not unix mailbox file. There are three kind of it!
I'm quite sure import.exe can handle one of them only, and this is not the
one you and I have.
One of the possible solutions is the program spl2fold.exe from the Yarnutil
package: it creates a Yarn folder from the downloaded mailbox file. Then you
can decide to read your messages from the newly created folder or resend and
reimport them into Inbox, using resend.bat
