Non-English alphabets.

Sometimes, incoming articles and messages were written in non-English
alphabets; typically Spanish. They appear on my screen as a mixture
containing (the wrong) high-ASCII characters, which makes them hard to
read. Can I make them appear as they were originally written, perhaps
by using the CHCP command or PC-Yarn's configuration files? If a
change of code page is needed, when and how should the change be
made? Thanks for your comments.
