mail and news formats

Do any shell scripts exist that can be run on a news spool
by an i.s.p. as well as mail spools to check for and if
necessary correct noncompliant formats with the r.f.c. standards?
I'm thinking if such scripts did exist problems uqwk is having might
be reduced or eliminated.
Perhaps if such scripts don't already exist they could be written to only
process an individual user's mail file and all newsgroups
on the spool found in their .newsrc file. That way processing time would
be minimized down to the newsgroups actually read and not the others recieved
by a site but read by noone on the site.
