Not possible. Windows NT *does* have a limited ability to run 16-bit VIO
programs (text-mode), I think, because it and OS/2 Warp 4 share a common
ancestor, but Windows 95 has nothing in common with OS/2 whatsoever.

A limited OS/2 emulator might be possible, but I suspect it's far more
work than it's worth (and the performance would be Very Bad(tm).

Question: is this a text-mode program? You can create some very small
OS/2 installations -- OS/2 without a GUI can fit on a couple of floppies,
and there's a utility out there (BootOS2?) which can create a very small
boot partition.
