Yes it definitely is possible, although I cannot tell you how
because I reconfigured my entire keyboard (many years ago) to work
like Word Perfect.
The TSE listserver (TSE is Qedit growed up) is at
tsepro@semware.com. I assume there is a Qedit listserver
somewhere too.

Semwave is the company that writes Qedit and TSE.
Several TSE users have written scripts to automatically wrap text
inside quote arrows, but so far I've been to lazy to integrate the
script into my editor. Complaining is more fun.
