North American Colonial Waterbird Conservation Plan North American Colonial Waterbird Conservation Plan is designed to to create a cohesive, multi-national, partnership for the conservation and management of colonial-nesting waterbirds (seabirds, wading birds, terns, gulls) and their habitats throughout North America. Th Plan will be developed in association with other bird conservation planning efforts underway, including the North American Waterfowl Management Plan, Partners in Flight Bird Conservation Strategy, Important Bird Areas, and Shorebird Conservation Plan.
